#9 · One navigation source, unchanged desktop layout

docs/nav.py now generates navigation from one chip table, and docs/nav.css supplies the shared navigation CSS. The guide and error-page builders use the same source. Generated copies are checked by test/site-check.py; changes to an active-page marker, Turkish language label, chip link or generated CSS are detected. A second generator run is byte-identical across the 89 checked copies. Eleven unreferenced simulator debug/screenshot scripts were removed; the browser test runner and engine checks remain.

Measured at 1366px: all nine navigation crops have 0 differing pixels, and all eight static full-page captures have 0 differing pixels. The simulator's animated area differs below the navigation strip and is not claimed identical. At phone width, the CLI's nine differing pixels also occur between two unchanged baseline captures; simulator captures remain dynamic. An independent comparison of computed styles at seven widths found no non-custom-property change. Both documentation generators, site checks, ten fault-injection fixtures and the Vite build passed. Rebuilt Pages and mirror artifacts each contain 88 clean pages. Physical GUI and this commit's remote CI are not claimed by these local measurements.
