Why does it happen?
Permissions, unavailable storage or a filesystem error can block the update. Both new files are prepared first; if committing the ownership file fails, the previous task document is restored. If restoration itself is blocked, the diagnostic names the retained recovery copy.
What is the fix?
Read the complete diagnostic before retrying. Keep the backup or recovery copy, fix the reported filesystem problem and then run setup again. Do not assume a failed update completed.
