$error prints a line starting with ERROR: and continues; the CLI counts those lines when the run ends and exits 1 when there are any, so a failed check is never silent.
What is the fix?
The first ERROR: line names the check and its line in the testbench; the waveform (blink.vcd, the simulator page) shows what the design did instead.
